Wolverhampton township became part of Wolverhampton Union following the Poor Law Amendment Act of Wolverhampton Union comprised the four most populous townships of Wolverhampton parish, Bilston, Wednesfield, Willenhall and Wolverhampton. The Union workhouse was erected in in Bilston Road, with room for inmates.
